Prior to preparing the planning application, we sought guidance from Rhondda Cynon Taf Planning Department regarding the assessments and supporting information required to accompany the planning application. Their response indicated that the following would be required:
Publicity before applying for planning permission was undertaken in accordance with the requirements of Part 1A 2F(1) of the Town and County Planning (Development Management Procedure) (Wales) Order 2012 (as amended). Pre‐Application Consultation was initially carried out in February 2022, with further consultation being carried out in October 2022 as a result of ward boundary changes that came into effect in May 2022 and the need to consult additional Community Consultees.
Notices and details regarding the development were sent by first class post to the Owners and/or Occupiers of Adjoining Land, Community Consultees (including County Councilors and Community Councils) and Specialist Consultees (including the Natural Resources Wales, Dwr Cymru Welsh Water, the Local Highway Authorities and others). All consultees were provided with a minimum of 28 days to provide a response/ask any questions regarding the development.
All responses were taken into consideration. Minor amendments to the proposal were made following the initial consultation, including the removal of the Office and Welfare Facilities.

The site occupies an area of approximately 1.68ha. With the exception of an approximately 82m length of the site access road located in The Vale of Glamorgan Council area, the majority of the operational area of the site lies within Rhondda Cynon Taf.
The planning application is deemed as a cross boundary application, and therefore, identical applications for the development (with the exception of the statutory forms) were submitted to both Rhondda Cynon Taf County Borough Council and The Vale of Glamorgan Council on 22nd September 2022.
The planning application was validated on 12th December 2022.

The application was brought to Rhondda Cynon Taf Planning and Development Committee on 25th April 2024 with an Officer’s recommendation of approval subject to conditions and a Universal Undertaking Agreement. The application was deferred by a majority vote for an informal site visit for the Chair and Vice Chair for further consideration.
Although the Rhondda Cynon Taf Highways and Transportation department has considered the proposed development, as submitted, to be acceptable, the business owner, Ryan Jones, has recognised the community concerns relating to the impact of HGV movements. He has therefore offered to make any planning permission subject to a Unilateral Undertaking, restricting output by tonnage in respect of the proposed development, existing primary won aggregate, asphalt plant and any concrete production with a combined limit of 600,000 tonnes per annum
The application is scheduled to be determined at a committee meeting in June/July 2024.
